Question: How do I change battery?
Answer: There is a re-chargeable battery that is accessible by removing 4 screws on the back. The Sun charges it during the day, and it discharges through use at night.
Question: Can anyone tell me if they stay on steady with no flashing?
Answer: Yes they do have a setting to stay on steady... but they also have multiple settings to flash at different speeds if you want them to.

Answer: I have noticed that they need sun to keep them bright. So you should put the panel t in a place where it's getting a lot of sunlight.
Question: are the lights white or a cool blue?
Answer: There are 8 different color light, cool white, warm white, color, red, orange, green, blue, purple for optional.
